From a promising solution to an operational system
In an energy transition, technology selection is often presented as the decisive moment. In practice, it is only the beginning. A piece of equipment may show attractive performance on a technical data sheet and still deliver very different results when installed in a territory with different power quality, limited infrastructure, demanding environmental conditions or insufficient technical capabilities.
This does not mean that the technology has necessarily been selected incorrectly. It means that its outcome belongs to the complete system in which it operates. The equipment, the knowledge required to use it, the rules that organise its operation, the infrastructure that connects it and the resources that sustain maintenance together form a single technical solution.
The question should therefore not be limited to which technology should be deployed. It should also ask which conditions need to be ready for it to fulfil its purpose safely, reliably and verifiably.

- Performance and context
Define the baseline, real operating conditions and indicators against which the result will be verified.
- Infrastructure and integration
Confirm energy, networks, interfaces, space, communications and compatibility with existing equipment and processes.
- Costs and continuity
Assess investment, operation, maintenance, spare parts, replacement and risk throughout the useful life.
- Capabilities and organisation
Assign responsibilities and secure the knowledge required to operate, diagnose, repair and improve the solution.
- Data and learning
Measure results, document failures, correct deviations and carry lessons into later decisions.
Operational readiness is not an additional condition around a technology: it is part of technology understood as a system.
Comparison is not an abstract choice
Comparing alternatives is useful when a function has been clearly defined and the options share a common assessment context. Costs, efficiency, reliability and emissions do not mean the same thing if each option is assessed using different boundaries, periods or operating conditions. Comparison requires a consistent baseline, traceable assumptions and criteria that cover both expected performance and implementation requirements.
This also avoids presenting one technology as a universal solution. An option may suit an interconnected system but be unsuitable for an isolated area; it may reduce operating costs while increasing dependence on imported spare parts; or it may reduce direct emissions while shifting impacts to material or electricity production.
Implementation also produces evidence
Assessment does not end when a purchase is approved or a project is inaugurated. Operation produces data about availability, failures, consumption, maintenance, actual costs and the response of the people and institutions responsible. This evidence helps distinguish a temporary deviation from a design problem, a contextual constraint or an expectation that should have been revised from the outset.
A useful monitoring system does more than report indicators. It must help identify causes, assign corrective actions, verify their effect and retain the learning. Without that cycle, a project can continue accumulating problems while preserving the appearance of progress.
A more useful question
Rather than asking only whether a technology is innovative, clean or efficient, it is worth posing a more demanding question:
What needs to be ready — technically, economically, institutionally and territorially — for this solution to operate, endure and demonstrate that it is fulfilling its purpose?
Answering it does not replace the ambition of the energy transition. It translates ambition into requirements, responsibilities and decisions that can be verified. Announcements express an intention; prepared systems make transformation possible.
